Step 1
The dog is afraid of dogs for two reasons: lack or complete lack of socialization (the dog has little or no communication with its relatives after it was taken from the litter) and negative experience with other dogs. The situation can be corrected, but rather difficult. Show maximum understanding and patience.
Step 2
Take a general obedience course with your dog. Go to the training ground. Training is needed in order to establish close contact between the dog and the owner. In the process of training, the dog understands that the owner is a leader, a leader. And next to the leader, the dog feels much more confident.

There, on the training ground, the dog has an excellent opportunity to meet other dogs. Choose the calmest dog. Ask his owner to help you (it is unlikely that you will be refused). Walk up to them with your dog. Pet someone else's dog, treat. So you will make it clear to your pet that nothing terrible will happen if you communicate with this relative.
Step 4
If your dog is too cowardly and tries to push or run away when approaching another dog, tie it to something secure. Go to another dog yourself and play actively with it, pet it. Then, gradually with the strange dog, come closer and closer to your own. But do not overdo it so as not to plunge your dog into a panic.
Step 5
If you have friends with dogs, invite them to your home. Your dog will be much more confident being on its territory. As soon as she shows interest in the "guest", be sure to praise her and give her a treat.

As you walk, start accustoming your pet to other dogs gradually.
Try to walk closer to dog walking areas and at times when other dog lovers gather there. But don't get close to them yet. Let your dog see and hear the presence of other dogs. At this time, distract your pet with active games with his favorite toy.

Gradually reduce the distance between you and the walk.
Ideally, if there is an opportunity, and your dog is still friends with one of the tribesmen, walk together near the walk. Dogs have a complex of imitation. Seeing his friend playing with other dogs, sooner or later your dog will also try to join the game.

Do not react in any way to the manifestation of cowardice on the part of your dog. After all, you are the leader! And in your opinion, nothing terrible is happening around. If you start scolding your dog or, on the contrary, try to pity and calm him down, you will only aggravate the situation.
